Job Summary
 
DKC Group is seeking a Business Process Improvement Analyst to join our Management Consulting Practice, where the ideal candidate will support continuous improvement projects within the Unclaimed Property and the Field Enforcement Divisions on the  behalf of a local State agency, to ensure the accuracy, integrity, and security of an organization's data assets, collaborating with various departments to promote compliance, and effective business administration and  management practices across the enterprise. 
  
  •  Unclaimed Property Division administers the Maryland Uniform Disposition of Abandoned Property Act, handling collection, auditing, and distribution of unclaimed property. 
  •  Field Enforcement Division enforces state revenue laws related to motor fuels, business licenses, and sales/use tax, including license processing, inspections, and fuel quality testing. 
 The position is project based (10 months/40 hours/week) and teleworked eligible, supporting client activities based primarily at 80 Calvert St., Annapolis, MD and 7 St. Paul St., Baltimore, MD, and involves handling confidential information.

Responsibilities include, but are not limited to:
 
  •  ·Lead and execute continuous improvement projects across both divisions, focusing on efficiency, accuracy, and security of operations.
  •  Identify, prioritize, and report on improvement opportunities.
  •  Develop documentation and training materials for existing business processes.
  •  Analyze internal controls and recommend remediation strategies.
  •  Collaborate with technical teams to enhance workflows and tools within COM’s technology environment (Excel, SharePoint, Power BI, ServiceNow, KAPS, Revenue Premier). 
  • Reengineer business processes to improve cost-effectiveness and employee satisfaction.
  • Provide quality assurance testing and support migration of processes into new applications.
  • Deliverables for each project include written project proposals, SOPs, and close-out report with recommendations and risk analysis.

Position Requirements:

  • Bachelor’s degree in business administration or related field.
  • Minimum 3 years in business process analysis, documentation, SOP development, or process reengineering.
  • Current CBAP, PMI-PBA, CAPM, or equivalent certification.
  • Strong proficiency in Lean Six Sigma principles, guidelines, and models.
  • Ability to work independently and manage multiple projects simultaneously.
  • Ability to successfully complete a security background investigation. 
  • ONE (1) or more years' experience in a data visualization tool,

Highly Desirable:
 
  • At least 3 years managing or leading complex projects.
  • Prior or current experience in logistics management and state revenue administration.
  • Familiarity with tools such as Excel, SharePoint, Power BI, connecting visualization to various types of data sources
  • Excellent communication, writing and stakeholder engagement skills.
  • Knowledge of process improvement principles and quality best practices
  • Excellent critical thinking skills, writing skills, and communication skills
  • Customer service-oriented mindset
  • Experience in business analysis
  • Experience developing end user training materials
  • Monitoring program operations to ensure compliance with State or Federal regulations
  • Continuous Process best practices
